Bangladesh's Insurance Regulatory Framework

The Insurance Development and Regulatory Authority (IDRA) is Bangladesh's insurance regulator, established under the Insurance Development and Regulatory Authority Act 2010. IDRA supervises all life and general insurance companies, licenses their products, and investigates consumer complaints under the Insurance Act 2010.

The two dominant public sector insurers are:

  • Sadharan Bima Corporation (SBC): The state-owned general insurer with a dominant market position and mandatory participation in many industrial and government risks.
  • Jiban Bima Corporation (JBC): The state-owned life insurer.

Major private health and life insurers include MetLife Bangladesh, Pragati Insurance, Green Delta Insurance, Delta Life Insurance, Meghna Life Insurance, National Life Insurance, Sun Life Insurance, and Guardian Life Insurance. Several multinational insurers operate through joint ventures or representative offices.

Bangladesh does not have a universal public health insurance scheme comparable to NHIF-type arrangements in East Africa; private insurance and out-of-pocket payments dominate healthcare financing.

Common Denial Reasons in Bangladesh

  • Policy exclusions: Pre-existing conditions (often excluded for 2 years), cancer treatment beyond a defined limit, mental health conditions, and complications of self-inflicted injuries are standard exclusions.
  • Fraudulent or exaggerated claims: Insurers in Bangladesh have heightened vigilance for inflated hospital bills; claims supported by dubious documentation are frequently denied.
  • Lapsed policy: Premium defaults — especially annual premium life policies — lead to lapse; claims during the lapse period are denied.
  • Nomination issues on life policies: If the policyholder dies and the nominee is unclear or disputes arise among nominees, life insurance claims are withheld.
  • Incomplete documentation: Missing death certificate, medical certificate, claim form, or policy original.

Step 1: Internal Complaint to the Insurer

File a written grievance (অভিযোগ) with the insurer's Customer Service Head or Claims Manager within 30 days of the denial. For life insurance claims, the nominee may file on behalf of the deceased policyholder.

  • Policy bond (original or certified copy)
  • Denial letter
  • Medical records: hospital admission record, diagnostic reports, discharge certificate
  • Doctor's medical certificate
  • Death certificate and post-mortem report (for life claim)
  • NID or passport copy

Request a written acknowledgement. Under IDRA guidelines, insurers are expected to resolve complaints within 30 days.

Step 2: Complaint to IDRA

If the internal process yields no result, file a complaint with IDRA at its Dhaka office on Bir Uttam AK Khandoker Road. IDRA's Consumer Affairs Division can:

  • Investigate the insurer's conduct
  • Summon the insurer and policyholder for a hearing
  • Direct the insurer to review its decision
  • Impose regulatory actions for violations of the Insurance Act 2010

IDRA complaints can be filed in Bengali or English. No filing fee is charged for consumer complaints.

Step 3: Court Action

Insurance disputes in Bangladesh are ultimately resolved in the civil courts under the Code of Civil Procedure. The District Court (জেলা আদালত) handles most insurance contract disputes. The Insurance Court established under the Insurance Act can hear specific industry disputes.

For life insurance nominee disputes, the Family Courts may have concurrent jurisdiction when family law issues overlap.

Practical Tips for Bangladeshi Policyholders

  • Keep your policy bond safe: In Bangladesh, many life insurance claims are delayed because the original policy bond (পলিসি বন্ড) is lost; store it securely and make certified copies.
  • Ensure premium receipts are collected: Always collect a receipt (প্রিমিয়াম রশিদ) for every premium payment, especially cash payments; these prove the policy was in force.
  • Update your nominee details: Keep the nominee name and contact information current with the insurer; outdated nominee records cause significant delays.
  • Doctor's certificate specificity: In Bangladesh, insurers often request the doctor to specify the date of onset of the condition; this can be critical for pre-existing condition disputes.
  • SBC government procurement coverage: If your insurance is part of a government project or contract administered through SBC, the dispute mechanism involves both IDRA and government procurement rules.
  • Patience with regulatory timelines: IDRA investigations can take 60–90 days; file your complaint early and follow up regularly in writing.
