How to Use Hungarian PBT for Insurance Disputes

The Pénzügyi Békéltető Testület (PBT) — Hungary's Financial Arbitration Board — is the most effective free mechanism for resolving insurance disputes in Hungary. Operating under the Magyar Nemzeti Bank (MNB), the PBT handles disputes between consumers and financial service providers, including all private insurers licensed to operate in Hungary. Its decisions are binding on insurers, making it a powerful alternative to court proceedings for denied insurance claims.
What Is the PBT?
The PBT was established under Hungarian Act CXXXIX of 2013 on the Magyar Nemzeti Bank and the financial consumer protection regulations that followed. Its mandate covers disputes between financial consumers and financial service providers — specifically including insurance companies.

Before You File: Prerequisites
The PBT requires that you have first attempted resolution through your insurer's internal complaint process. Specifically:
- You must have filed a written panasz (complaint) with your insurer
- And either: received an unsatisfactory response, OR received no response within 30 days of submission
Keep the proof that you submitted your panasz (registered post tracking, email timestamp) and keep the insurer's response.
Who Can File
Any natural person acting as a consumer (not in a business capacity) can file with the PBT against a licensed Hungarian insurer or an EU insurer providing services in Hungary. Small businesses may also have access in certain circumstances.
How to File with the PBT: Step by Step
Step 1: Prepare Your Documents
Collect the following:
- Your insurance policy (biztosítási szerződés) and the Általános Szerződési Feltételek (ÁSZF — general terms)
- The denial letter from your insurer (elutasítás)
- Your panasz (internal complaint) and the insurer's response — or evidence of non-response
- All supporting evidence: medical records, invoices, receipts, police reports, death certificate (for life claims), photographs, and any expert opinion
- A clear written summary of the dispute: the product, what was denied, when, the amount, and why you believe the insurer's denial was incorrect
Step 2: Complete the PBT Form
Download the PBT kérelem (application form) from mnb.hu/pbt. The form is in Hungarian. It asks for:
- Your personal details and address
- The insurer's name, registered address, and the policy number
- A factual description of the dispute
- The specific remedy you are requesting (the exact amount in HUF, or the specific action)
- A declaration that you have exhausted the internal complaint process

Step 4: PBT Admissibility Review
The PBT secretariat reviews your application to confirm:
- The dispute falls within PBT jurisdiction (private insurance, consumer)
- You completed the internal complaint prerequisite
- Your application contains the required information
If additional information is needed, the PBT will contact you. If the application is inadmissible, you will receive a written explanation.
Step 5: PBT Proceedings
Once your application is admitted:
- The PBT formally notifies your insurer
- The insurer submits its written defence and documentation
- You receive the insurer's response and may submit a reply (viszontválasz)
- The PBT may invite both parties to a hearing (egyeztető tárgyalás) — an informal meeting aimed at mediated settlement
- If no settlement is reached, the PBT issues its formal decision (ajánlás or határozat)
Timeline: The PBT aims to resolve cases within 90 days from the formal opening of proceedings. Complex cases may take longer; you will be notified of extensions.
Step 6: The PBT Decision
The PBT issues a written decision that:
- Rules in your favour: Orders the insurer to pay the denied amount or perform the required action within a specified deadline (typically 15 days from the decision)
- Rules in the insurer's favour: Dismisses your claim
If the insurer refuses to comply with a favourable PBT decision: The decision is enforceable through Hungarian courts. You can apply to the competent district court (járásbíróság) for enforcement (végrehajtás).
Court challenge: Either party can challenge the PBT's decision before a civil court within 15 days (insurer) or 30 days (consumer). However, a court challenge by the insurer does not automatically suspend the enforcement of the PBT decision — the insurer must still comply pending the court's review.
What the PBT Cannot Do
- Handle disputes with NEAK or any public health fund
- Issue decisions against insurers for pure regulatory violations (that is the MNB's role)
- Award compensation for pain and suffering or consequential damages beyond the denied benefit amount
- Handle disputes where court proceedings have already been initiated
Practical Tips
- Write your panasz carefully: The facts you state in your initial panasz to the insurer set the framework for the PBT proceedings. Inconsistencies between your panasz and your PBT submission weaken your case.
- Submit in Hungarian: The PBT operates in Hungarian. If you are not fluent, engage a Hungarian-speaking advisor or use a translation service for key documents.
- Keep the amount specific: State the exact forints (HUF) you are claiming. Vague amounts ("whatever I am entitled to") slow proceedings.
- Attend the hearing: If the PBT invites you to an egyeztető tárgyalás, attend in person or by proxy — these hearings frequently result in settlement on better terms than the formal decision.
