Expat Health Insurance Denied in Yangon? How to Appeal
Health insurance claim denied in Yangon through AYA Life, Grand Guardian, or another insurer at Asia Royal Hospital? Learn your appeal rights under Myanmar's FRD insurance regulations.
Expat Health Insurance Denied in Yangon? How to Appeal
Yangon remains Myanmar's commercial hub, home to the largest concentration of multinational businesses, NGO workers, and private health infrastructure in the country. Despite the political upheaval of recent years, private health insurance continues to operate in Yangon, with facilities like Asia Royal Hospital and Pun Hlaing Siloam Hospital serving insured patients.
If your health insurance claim was denied in Yangon, here is what you can do.
The Yangon Health Insurance Landscape
Myanmar's formal health insurance market is relatively small by regional standards. Social security health coverage exists through the Social Security Board (SSB) for registered formal workers, but coverage is limited in scope and often inaccessible in practice for many workers.
Private insurers licensed in Myanmar:
- AYA Life Insurance (AYA Life) — owned by AYA Bank group; one of Myanmar's most prominent domestic life and health insurers
- Grand Guardian Life Insurance — joint venture between Myanmar conglomerate and foreign partners; offers life and health products
- Myanma Insurance — state-owned insurer; historically dominant but limited health product scope
- IKBZ Life Insurance — private domestic insurer with growing health product range
- CB Life Insurance (CB Bank) — bancassurance-driven life and health plans
International plans used by NGO workers and Western expats typically come from insurers based in Singapore or the UK (Cigna Global, Allianz Care, BUPA International). These plans are not locally licensed in Myanmar and operate under the foreign insurer's regulatory framework.
Key hospitals for insured patients in Yangon:
- Asia Royal Hospital — premier private hospital; accepts most international and domestic plans
- Pun Hlaing Siloam Hospital — well-equipped private facility in Hlaing Tharyar township
- Parami Hospital
- Thukha Yeik Mon Medical Clinic
- Yangon General Hospital — main public referral hospital; limited private insurance billing
Why Claims Are Denied in Yangon
For domestic insurers (AYA Life, Grand Guardian):
- Pre-existing conditions — policies typically exclude conditions present before the start date, and medical underwriting at enrollment may have been cursory
- Waiting periods not observed — illness claims within the first 30–90 days of the policy
- Non-panel facility — treatment at a hospital not on the insurer's approved network
- Missing documentation — incomplete discharge summaries, missing attending physician reports, or original receipts not provided
- Annual limit or room rate limit exceeded
- Claims submitted past the filing deadline
For international plans (Cigna, Allianz, BUPA):
- Myanmar excluded from the covered territory or subject to war/civil unrest exclusions (particularly relevant after February 2021)
- Medical evacuation necessity disputed — insurer claims the condition could have been treated locally
- The treating facility at Asia Royal Hospital is not recognized as meeting the plan's standard of care requirements (uncommon but possible for some plans)
Political situation note: Following the February 2021 coup, some international insurers added Myanmar to their "risk territories" lists, affecting coverage terms. Expat policyholders should carefully review whether their plan has modified Myanmar coverage since 2021.
Step 1 — Get the Denial in Writing
Request a written denial from your insurer specifying the exact grounds. Under Myanmar's Insurance Business Law (2014, Law No. 9/2014) and FRD regulations, licensed insurers must provide written claim decisions.

For international plans, request the full denial explanation from your insurer's home office.
Step 2 — Internal Appeal
For AYA Life Insurance:
- Contact AYA Life's Claims Department at their head office in Yangon (AYA Bank Tower, Bogyoke Aung San Road).
- Submit a written appeal with complete medical documentation from Asia Royal Hospital or your treating facility.
- AYA Life has a claims review committee for disputed cases.
For Grand Guardian Life Insurance:
- Submit a written appeal to Grand Guardian's Claims team at their Yangon office.
- Include a physician letter, all hospital records, and itemized bills.
- Grand Guardian has a complaints mechanism required under FRD licensing conditions.
For IKBZ and CB Life:
- Appeals go through each company's customer service and claims departments at their Yangon offices.
Step 3 — Escalate to FRD (Financial Regulatory Department)
The Financial Regulatory Department (FRD) of the Ministry of Planning and Finance is Myanmar's insurance regulator:
- Address: Corner of Sule Pagoda Road and Merchant Road, Yangon (FRD Yangon office)
- Oversight: FRD licenses all insurance companies in Myanmar and enforces the Insurance Business Law 2014
You can submit a formal complaint to FRD if your insurer has violated the Insurance Business Law, including by wrongfully denying a claim or failing to respond within required timeframes.
Practical note: Given the current political situation in Myanmar, government regulatory processes may be slower or less predictable than in neighboring countries. International expats in particular may find their most effective remedy is through their home-country insurer's regulator rather than FRD.
Step 4 — For International Plans — Contact the Home Regulator
For NGO and expat workers covered by international plans:
- UK-regulated plans (BUPA International): Contact the Financial Ombudsman Service (FOS) in the UK
- Singapore-regulated plans: Contact FIDReC in Singapore
- EU-regulated plans (Allianz Care, AXA): Contact the insurer's European regulatory body
Building a Strong Appeal in Yangon
Strong appeals include:
- A physician letter from Asia Royal Hospital or your treating doctor specifically addressing the medical necessity of the treatment
- Complete inpatient records — admission notes, treatment chart, discharge summary, surgical report if applicable
- Itemized hospital invoice
- Evidence that you maintained continuous premium payments
- For international plans: documentation addressing any territory-based exclusion arguments (e.g., evidence the treatment was for a medical condition unrelated to political circumstances)
